Work of the Centre for Arab Genomic Studies since its inception to establish an important balance between the goals of scientific research and the values ​​of the Arab and Islamic environment to which he belongs.

Crowned Second Arab Conference for Human Genetics - which was held in November 20 to 22, 2007 in Dubai - this vision through a public symposium on "moral horizons of human genetic applications in the Arab world" on Tuesday, November 20, 2007, many scientists and legal advisers and scholars gathered to discuss issues related to the development of genetic science and advancement in accordance with the values ​​found in the area and take advantage of them and use them for the benefit of Nations without losing sight of the legitimate and legal controls.

Session which discussed the legitimacy and legal controls for genome research and genetic tests on Thursday, November 22, 2007, after two DFA held on Tuesday, November 20, 2007 and reviewed seven research papers in the field of legal controls and legitimacy of Human Genetics concluded. Also opened the door for questions and discussions and interventions to attend where that research and discussions led to a number of recommendations which can be summarized as follows:

I.               Genome Research

As the Arab world is able to participate in genome research, there is an urgent need for the formation of national committees would be responsible for setting the ethical parameters for scientific research in each country of the Arab countries, and coordination between them and other countries in committees.

The participants noted that the genome research has become one of the pressing scientific issues as many of the laws of the Arab countries excluded material which provides ethics and regulations that must be met in Genome Research; It is hoped that the researchers propose legal alternatives, has become legislatively necessary to do these proposals through the enactment of laws and regulations governing such research.

Since the genome projects, research work is characterized by being dependent on international participation to ensure the exchange of experiences and information and genetic samples, the open door of the legislation developed in this region is an urgent need to facilitate the participation of Arab scientists in this research freely and positive.

The participants also recommended specialists scientists develop legislative controls for Genome Research, where emphasis is placed on the balance between the benefits and damages, and work to encourage scientific research because it will not be at the expense of the principles of religion, or the privacy of the individual and society.

And in order to spread awareness and education in this area, the participants recommended the need to develop addressed to individuals and groups, educational plans.

II.              Genetic testing

The participants agreed on the importance of genetic testing as an integral part of the health system in the Arab countries, has proven the importance of genetic testing before the marriage of the reality of the experience of many countries. The participants thanked countries that emphasized the need for genetic testing also recommended legislative authorities in other countries to follow the example of these countries in this important experiment.

To achieve this, the conferees recommended to work on the study of legal controls and legitimacy of genetic tests before marriage as an essential step to demand the application of these tests in the Arab countries.

The participants also raised their recommendations to form a joint committee of forensic scientists, doctors and specialists in genetics to develop a list of sexual and genetic disorders that must be covered by medical examinations conducted before marriage.

Due to the high prevalence of genetic disorders in the Arab world, the participants recommended the inclusion of genetic counseling and testing of the fetus in the health system for the Arab States, taking into account the legitimate and legal and confidential information controls.

Across participants for their understanding the extent of progress of medicine in the modern era, which led to the discovery of new cases of congenital and genetic disorders in embryos other than those known to the councils of Islamic jurisprudence; and many of these cases caused the birth of children suffer from chronic diseases and thus suffer from their families and communities; therefore asked scientists specializing in forensic science to work hard in the identification of new cases that could be because of the legalization of abortion. Doctors also asked the specialists to provide these cases and research academies to Islamic jurisprudence for sentencing after conducting in-depth research and discuss the issue at length, with awareness to limit the spread of genetic disorders. The meeting also recommended the deployment of genetic culture among individuals and groups in the Arab world.

Arab Council for the Center welcomed the noble work done by His Highness Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance and Industry, represented in the granting of a special award for genetics are presented on the sidelines of a conference of human genetics in the Arab countries, with an estimate of the Council for his constant interest in the promotion of Genetic research in the Arab world for the advancement of health care in the region.  

The conferees also recommended sending a telegram of thanks and appreciation to His Highness Sheikh Khalifa bin Zayed Al Nahyan (may Allah protect him) and to His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai (Amir) on the hospitality and organization of the conference in the UAE United Arab.

They also expressed their thanks and gratitude to His Highness Sheikh Hamdan Bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance and Industry sponsor of the conference (Amir) for its generous support of medical sciences in general and the science of genetics, in particular, and his dedication to continuing to everything and follow-up would serve this area.

Participants at the conference, HE Dr. Hamad Al Shaibani, Director General of the Islamic Affairs and Charitable Activities Department in Dubai on effective cooperation undertaken by the department to support all the work of the conference and thanked.

With directing many thanks to Sheikh Hamdan Bin Rashid Award for Medical Sciences are represented in the Council of Trustees and its president, His Excellency Mr. Hamid Peregrine Minister of Health, the General Secretariat of the award represented by its Secretary Prof. Najib Al Khaja and his staff, as summarized thank the Centre for Arab Genomic Studies of good preparation and organization and reception.
